The principles
- All the texts of the CMPE are identical at the global level, both in terms of rules and sanctions
- Each country will have to respect the CMPE as soon as it has ratified the Charter below
- All sanctions will have to be taken by the country in which the obstruction of an article of the CPPE was perpetrated
- In case of dispute or particular case, the OMPE will have to decide with the help of the other member states of the Charter.
- Any jurisprudence will give rise to the creation of a new text of the Charter which will be implicitly accepted by each of the signatory countries.
- The code of the CMPE must be compulsorily taught in all the schools of the world from 4 years.
THE OMPE RATINGS

A) IEM : World Environmental Index
The OMPE will assign a grade of A and C to the environmental status of planet Earth, which may be corrected at any time by the OMPE. This is the IEM.
This note is a note:
- Ownership of OMPE
- Integrity and honesty
- Made public immediately and permanently
- Calculated by the OMPE based on the average of the environmental domain scores
This score is on a scale of 3 values : A, B, C
- A: Absence of destruction, majority constructions
- B: Intermittent destruction with sign of construction or reconstruction
- C: Continuous Destruction
Concepts of + or – in addition to the note (eg B +) may be awarded at the discretion of the OMPE.
B) Environmental Index by Domain Approx.
The OMPE will assign a grade of A and C to the environmental status of planet Earth, which may be corrected at any time by the OMPE. This is the IEM.
By environmental field,
The areas are:
- Animal Domain
- Plant Area
- Atmospheric domain
- Ocean and Maritime
- Soil and subsoil
- Domain of drinking water
- Immediate Planetary Cosmos Area
- Area of resource use

The chart
- Global prohibition of harm in any way to endangered or endangered animal or plant species (ISE Code <50), imprisonment and fine with immediate effect depending on the injury (capture, injury, ill-treatment, death).
- Each country is obliged to reduce its demand for transports generating greenhouse gases (thermal cars, thermal buses, planes, trucks) in favor of the train (piggyback), bicycle, etc.
- In the tertiary sector, all employers will have to justify the travel needs of their employees (incentives for the use of telework, the definition of precise job duties held by the employee)
- All products must be renewable and recyclable, packaging will be taxed, plastic containers will be prohibited
- No new invention using products generating greenhouse gases should be produced without the agreement of the OMPE and the member countries.
- All creations and uses of radioactive products (from the beginning of life to the end of life) must be made under the new Nuclear Code issued by the CMPE. Nuclear products will have to be gradually and quickly removed from all production until an indisputable protection system is invented.
- All creations and uses of chemicals (from the beginning of life to the end of life) should be made under the new Code for Chemicals issued by the CMPE.
- All creations and uses of genetic transformations (from the beginning of life to the end of life) must be made under the new Code for Genetics issued by the CMPE.
- All uses of resources, such as water, air and sea, will only generate treated discharges.
- Any natural or legal person rejecting a polluted resource will be penalized
- All emissions or shipments of objects, particle waves or other matter outside the Earth’s atmosphere must be authorized by the OMPE; Any unauthorized transmission or sending will be severely penalized.
